OVERVIEW
In November 2018, the voters passed Measure BB, a $258 million bond to improve the schools in the ABC Unified School District. Projects for improvement were determined by a Facilities Ad Hoc Committee formed in 2016. The committee held 18 meetings, two town hall events, and visited with 34 school and support sites. A Facilities Master Plan (Link) was presented to the Board of Education in January of 2018.
The Facilities Master Plan used five guiding facility principals of security, technology, evolution, parity, and sustainability, or S.T.E.P.S.
S. T. E. P. S
S: (safety/security): single point of entry, access control, fencing, visitor management
T: (technology): instructional network, infrastructure, and furnishings
E: (evolution): 21st Century learning environments, transitional kindergarten, computer labs, media centers
P: (parity): portable replacement, new facilities, Title IX
S: (sustainability): solar arrays, energy management, irrigation, finish materials & fixtures

CITIZEN OVERSIGHT COMMITTEE
The Citizen Oversight Committee was approved by the ABCUSD Board of Education in January of 2019. The Committee is made up of volunteers with a mission to oversee the lawful expenditure of bond funds as voters approved through Measure BB. The Committee is a public body and is obligated by state law to conduct its meetings in conformance with the requirements of the Brown Act.
